Type 9 resupply orders have an extra step that you do not need for customer
shipment type 1 ... you need to RECEIVE the resupply order inventory at
your other facility.  Are you in fact doing so, and are the allocations
still not cleared after you do that last step?

Glitches can occur in anything, that can lead one to suspect a type of
order, a particular user, a category of equipment failure, a bug in
BPCS.  We find it necessary to run BPCS reorganization of allocation
related files weekly, sometimes more than once a week.  I seldom care any
more what caused the problem if the reorg cures it.
