The promotion calendar is used to fill the dates of the promotion master (you
can enter the year and period only).  It is also used in the same program to
validate that the dates entered in the promotion master are within the
promotion period.  What you  have suggested will work fine.  The individual
promotion will only be applied to an order if the date is within the date on
range on the promotion master.
