We are 405 CD but I do not believe this topic is version sensitive.
We do not use lot control.
In our reality we are SUPPOSED to have different totals of on-hand for
global / facility / warehouse / individual locations

however the grand total of all locations in a warehouse should add up to the 
total of that warehouse & the grand total of all warehouses should add up to 
global
I do not believe there is any one place to access the grand total in a 
facility

It is possible for ILI & IWI to get out of sync & there have been many 
threads here in the past regarding this problem.  Typically we fix it by 
running reorgs via menu SYS/23 in a very precise sequence, which has also 
been the topic of threads ... when the archives are up, do a search on REORG

One of our collegues is very concerned about the REORG in essence "papering 
over" a discrepancy, in that there are alleged bugs causing this to happen & 
the reorg has the capability of perpetuating the discrepancy.

We have also had past threads on the various ways human errors can cause this 
to get messed up.

You are extremely fortunate in knowing ILI is correct.
The reorg is the perfect solution for you.
We run our reorg menu once a week, not the SYS/23 one but our own internal 
SYSC variant which has the stuff in the right sequence for us to run.
What we manage to get messed up is more often in the area of customer orders 
& negative allocations.

I do this e-mail from home so I not have BPCS menus handy to tell you 
precisely what but if you get to SYS/23 & then F1 you should be able to 
figure it out pretty fast.

There is an option that uses ILI as correct, and fixes IWI to agree.
Obviously no one else should be in BPCS when you run this kind of program.
