We are on V6.0.04 and I use the following as guidelines for checking why orders will not go through Billing :

ECH -    HINUSE     = blank

BBH -    BHID = BH
              BHDCN = blank
              BHWSID = blank

BBL       BLID = BL
              BSTAT = blank
              BLDOCN = blank
              BLLOAD = Correct load no.
              BLSTS3 = '0'
              BLSTS4 = '1'
              BLWSID = blank

LLM      LMSTAT = '3'

LLX       LXSTAT = '3'
