This feature is used normally n a MTO, ATO or ETO  Mfg Enviroment, when you need a link between The Customer  Order and the it´s Shop orders.
 
You must to setup to yes the parameter Shop Order Generate at Item Master Level (INV100) and Also at Item Facility Level (MRP140) for both  parent and child item, for have a complete set of shop orders for all levels for a particular product structure
otherwise if you do this only for parent only the order for it is generated and none for the children.
 
Another point is that the parent must have an active route in the same facility.
