To my knowledge, SSA has been promising this information for quite some time. 
 Since 1995, when I worked for Burroughs- (now Glaxo-) Wellcome, to be exact. 
 AFAIK, this information was never made available despite the best efforts of 
PUG.  For one, SSA doesn't know.  BPCS has become to large without detail 
design for them to keep up with it.  Secondly, Hawkeye can tell you which 
files are updated but cannot specify which fields.  Good luck...
