With respect to Central's unhappy history with BPCS & Security Level 40

Our crashes at V4/40 had nothing to do with BIR.  

We talked to the folks in New Zealand who had developed BIR/36 & got several 
wonderful upgrades to make our BIR/36 much better than the BIR supplied via 
SSA & were very interested in BIR/400 but unfortunately there was no upgrade 
path for our 10,000 BIR reports of BPCS/36 to the 400, thanks to perfect 
communication between BPCS & BIR software suppliers (ie. zero cooperation), 
so we abandoned BIR as our user report writer & went with Query/400.
