I'm not quit sure,
but cst600 runs in two steps: first it rolls costs this level - i.e. calculated 
routings -
and than it rolls BOM .
So, when I changed costs in THIS level manually and item has no routings - 
CST600 doesn't change CFTLVL in any bucket (incl. bucket 0). 
In my opinion there was not correct sum in CFTLVL in cost bucket 0 before 
running CST600.

I am interested in knowing what controls the rollup of the cost buckets.  We
have 7 cost buckets but when we run CST600, bucket 7 this level isn't
included in bucket 0 this level.  However, previous level bucket 7 is
included in bucket 0 previous level.
