ie5 incompatibility with SSA's FTP site has been mentioned several times on 
BPCS-L. 

ie5.01 includes a fix for problems associated with navigating the directory 
trees on FTP sites.  Once loaded, one can use ie5 to access and use SSA's FTP 
Site.

assuming you have ie5.00 and 128-bit encryption, just download the 
appropriate 5.01 high-encryption service pack (NT/95/98 or 2000):
