RE: CEA PROCESSING IN ANY BATCH SUBSYSTEM

The effect is that SSA won't support any problems that may arise because of
the multi-threaded queue.  They only support single-threaded job queues.  I
am assuming that CEA jobs may run in a separate job queue from all other
BPCS jobs.
