The fixed quantity usage code will have no impact on Batch balancing,
but remember it when you write your own Shop Order analysis reports.
There is no relation between the Shop Order planned quantity and the
required fixed component quantity.

The filler (3) usage code will affect the Batch weight balancing:
BPCS will increase or decrease this item's required quantity based on
the actual weight of the lots allocated to the shop order.
NOTE: It is NOT a compensating item for Potency items.

Example: You have an Item with standard potency of 75%, soluble in
alcohol. The mixing formula calls for adjusting the alcohol amount
according to the actual assay, putting all chemicals in a mixer, and
adding water to the top.
Water will be defined as a type 3 item.
