The reply to your message was in fact very reasonable and accurate.  SSA
has committed a considerable amount of time and resource with the IBM
AS/400 developers in Rochester addressing this subject.

The SQL optimizer takes many aspects of your database into consideration
when deciding how to access the data.  The key to this statement is "your
data".  It does not matter whether you have "out of the box" BPCS or not.
The optimizer considers your data.  It also depends heavily on the level of
OS/400 and the database PTF's you have loaded on your system.

If you require a more detailed explanation of how the SQL Optimizer
functions please contact me.  If however you believe I will give a biased
opinion, please feel free to ask the same question to the IBM developers.
