Order Notes

I just heard from our Customer Service Department that they never get order
notes or order line notes when reprinting an invoice.  They got dinged for
it in a QS-9000 audit.  I looked at the EHN and find that there are no notes
of any kind on it since 08/31/98.  That means it only has notes from the
first month we were live.  
So I wonder two things:
1.      Has anybody else had the problem?
2.      Are we missing something at month-end, or is it just coincidence
that we have exactly one month's worth of notes?
