If you  just go and set the date ahead  like that you will get a chance
 to test your Contingency Plans for Y2K  early, Very Early.

It is all TRUE   
You  MUST Back up, back up, back up before you move the systems date for
Y2K  testing
THEN  Scratch install when done !!
 Follow the IBM document  that  has been referred to on the web site below.
While  testing
you  want to create a  baseline test case
then use
Data Agers - age dates in database to new  test points
Data Comparators - compare  files and reports Vs. the old tired Eyes method
Use  a Date Simulator no matter what below[ test system or Production  ~ ~ ~ ]
         exception  might be the  last or acceptance test.

Which  vendors products  you  use  depends on  what you
 have done eariler  for Y2K compliance work 

There is more  but that  should  set you on the right  track to start

Oh  are all those PCs & Applic.s Y2K -OK ?
