We now have this solved, thanks to BPCS_L contacts helping me think through
the question, after I got clues at IBM school.

The problem was: lower case data entry undesirable in some fields such as item
master description maintenance by INV100, that were not that way on BPCS/36 &
we wanted to continue having strictly upper case in certain fields to simplify
sorting & matching, and clarity on cheap printers.

Solution: Comment out CHECK(LC) keyword in DDS.
